Universal human identity verification for all accounts

User story

As a professional on the network, I want every account I interact with to be verified as a real human being, so that I can trust that connections, messages, and endorsements come from genuine people.

Description

Account creation requires identity verification before any social features are accessible. Verification must use a combination of methods appropriate to the user's context — government ID, professional credentials, or liveness check — without collecting unnecessary personal data. Verified status is displayed prominently on profiles and cannot be transferred or sold.

Acceptance criteria

1. New accounts cannot connect, message, or post until identity verification is complete
2. Verification uses at minimum one of: government ID liveness check, verified work email domain, or professional credential validation
3. Verified badge is displayed on profile and in message threads
4. Verification status is revoked if account behaviour suggests automation (mass connections, templated messages at volume)
5. Verification data is not stored beyond the verification event — only the boolean outcome is persisted
6. Users can report unverified-seeming accounts; reports trigger re-verification within 48 hours
