Verified employer badges and scam detection for job listings
User story
As a job seeker, I want all job listings to come from verified, legitimate employers so that I can apply with confidence that I'm not handing my personal information to a scammer.
Description
Job listings must only be published by accounts that have completed employer verification — proving they represent a real, registered organisation. Listings from unverified accounts are held in a review queue. Active scam detection monitors for common fraud patterns (upfront payment requests, vague role descriptions, too-good-to-be-true salaries) and flags or removes listings accordingly.
Acceptance criteria
- Job listings are only published by employer accounts that have completed business verification (company registration or verified work domain)
- Verified employer badge is displayed on every listing and company page
- Unverified accounts cannot publish job listings — they are queued for manual review
- Listings containing fraud signals (upfront payment, gift card requests, unrealistic compensation) are auto-flagged and held for review within 1 hour
- Job seekers can report a listing as fraudulent; reports are reviewed within 4 hours
- Employer accounts that generate verified fraud reports lose publishing privileges immediately pending investigation
- Scam alert banner appears on listings from employers with open fraud reports
